The Professional Alliance for Peace and Democracy (PAPAD) has drawn its serious attention to the recent political, constitutional, and administrative developments in the country.
PAPAD firmly believes that the implementation of the constitution, strengthening of democratic institutions, the rule of law, and the protection of civic rights are the fundamental tenets of governance. However, it is a matter of concern that the current style of governance is progressively attempting to weaken these values institutionally.
PAPAD wishes to remind the organs of the state of the minimum condition that democracy is not merely governance by a majority obtained through elections, but rather a system based on the supremacy of the constitution, balanced exercise of power, institutional accountability, freedom of expression, the right to information, transparency, civic liberty, and the rule of law.
PAPAD expresses its protest against recent actions, including the forced eviction of squatter settlements; the executive's desire to run the judiciary under its direction, thereby undermining its independence and impartiality; the practice of evading accountability to shrink the active and effective role of the parliament; the restriction of civic rights; the economic blockade imposed on media houses to infringe upon press freedom, freedom of expression, and the right to information; the state's controlling behavior and attempts against rights-oriented organizations, including constitutionally guaranteed professional and trade unions; the attacks on the autonomy of universities, shattering established practices in fundamental sectors like education and health to display policy ambiguity and apathy; and the steps adversely affecting the livelihood, employment, business, and dignified living of common citizens.
Therefore, the professional organizations affiliated with PAPAD urge the government to respect civic supremacy, human rights, international law, and both the letter and spirit of the constitution, while protecting democratic values, the rule of law, press freedom, freedom of expression, the right to information, the independence of the judiciary, civic rights, and institutional checks and balances.
PAPAD calls upon all democratic forces, professional organizations, the media sector, the academic community, and civil society to stand united in favor of democratic values for the protection of democracy, the constitution, and civic rights.
PAPAD expresses its solidarity with the rally called by the Federation of Nepali Journalists (FNJ) at Maitighar on June 19 (Asar 5) at 4:00 PM against the government's attempts to curtail civic rights and censor press freedom, freedom of expression, and the right to information, and urges everyone to participate in the rally.
